Maggie Greene ( Lauren Cohan ) is on the warpath. She seems to have left Alexandria for good, and is not bothered about joining the Commonwealth. Since Hilltop is long gone, she has joined a different group named New Babylon.
Negan Smith (Jeffrey Dean Morgan - Watchmen ) has been hiding out in a bar run by Michelle Hurd . He had to abandon his wife and child because New Babylon has sent their Marshals after him. They do not believe in the Fifth Amendment, AKA the Right to avoid self-incrimination, and they are very keen on cruel and unusual punishments.
Maggie needs Negan to help her rescue her son, who is being held on Manhattan island by The Croat (Zeljko Ivanek - Hannibal ). She says that the Croat's gang raided New Babylon, taking hostages and saying they will return every month to collect grain as tribute. However, nobody in New Babylon seems to care about this. Surely the Marshals should be helping her, rather than chasing Negan.

Maggie Greene ( Lauren Cohan ) and Negan Smith (Jeffrey Dean Morgan - Watchmen ) meet up with some of the locals. They also face off against the Burazis, the Croat's gang. Maggie brutally crushes a person's throat with her boot, not in self-defence but just because she can. However, when Neegan theatrically slaughters a killer - a move that instantly causes the enemy to withdraw - Maggie gets all judgemental and self-richeous.

We get flashbacks to Negan (Jeffrey Dean Morgan - Watchmen ) and the orphan girl he adopted. She maintained her selective mutism, even when alone and attacked by a zombie. Now she has escaped from the safety of foster-care, and single-handedly followed him to Manhattan island. Yes, the well-armed team of Marshals had trouble doing this but a teenage girl has no problems.
Maggie Greene ( Lauren Cohan ) and Negan have dinner with some of the locals. There is a herd of wild deer living in the city, and the surviving humans have learned to hunt them for food.
The Marshal is in the hands of The Croat (Zeljko Ivanek - Hannibal ), so much exposition is provided. He uses zombies as a resource, letting their decomposition create methane that runs his power plant - like the pig farm in Mad Max Beyond Thunderdome .

Previously, Negan Smith (Jeffrey Dean Morgan - Watchmen ) explained why he fell out with The Croat (Zeljko Ivanek - Hannibal ). Now we get a flashback that shows us the incident. Even Simon (Steven Ogg - Westworld ) seems decent in comparison.
In the main storyline, Negan and Maggie Greene ( Lauren Cohan ) lead the raid on the Croat's secret base. However, they have a couple of problems. Firstly, they do not expect their opponent to be smart enough to think they might be coming. Secondly, the gang of NYC survivors do not have a clue what to do when the going gets tough. Despite living through a decade-long zombie apocalypse they have no knowledge of tactics or instinct for survival. The good news is that Maggie is a leader, even if nobody else is ... because the plot demands it.
The Marshal is still part of the storyline. He wants Negan punished, even though Negan is the only one who can save him.

Negan Smith (Jeffrey Dean Morgan - Watchmen ) is still in custody of the ungrateful Marshal. Negan is a good man, as always, and will not let the lawman be harmed. In spite of this, the lawman intends to subject Negan to a cruel and unusual punishment ... in revenge for him killing a five-man rape gang. Yes, the New Babylon people certainly have their priorities in order. Will Negan be so forgiving when he finds out how the Marshal summarily executed his friend in Episode One?
The Croat (Zeljko Ivanek - Hannibal ) reports to his boss. Yes, it seems the so-called villains have more to motivate them than selfishness and greed. They are worried about an invasion by New Babylon, and want Negan as their leader, protector and Saviour ...
Maggie Greene ( Lauren Cohan ) leads the raid survivors though the sewers. This is much better lit than the classic Polish film Kanal, so loses the terrifying sense of claustrophobia. However, the sewers are filled with corpses for the Croat's methane production system. Not only does this result in a massive fatberg, but it also introduces the weirdest and most disgusting zombie the show has ever shown us ... a Rat King consisting of several zombies fused together.
The episode focuses on some of the inconsistencies in Maggie's story. New Babylon cannot be the paradise she makes it out to be.

Negan Smith (Jeffrey Dean Morgan - Watchmen ) needs to get the selectively mute girl to go home, so he tells her a story that makes him seem villainous to her. This does not seem to be true - would her father really join a rape gang? Anyway, she seems to believe Negan so she lets the Marshal take her home. Back in New Babylon, the boss lady only cares about the Croat's methane supply.
Negan has another problem - Maggie Greene ( Lauren Cohan ). He knows she has been lying to him, and she is violently obsessed with him. The good news is the Croat (Zeljko Ivanek - Hannibal ) needs to get Negan for his boss lady.
